Wisconsin Power & Light Rate Case 2023

We formally intervened in the WPL rate case on behalf of our members based on the potential statewide implications of this case. Our initial brief focused on WPL's request to end its current net metering program. Current net metering policies have played an important part in expanding customer-sited solar installations, helping advance clean energy adoption across the state. Given the level of importance of net metering to our State and local governments, the Commission should address the future of net metering in a comprehensive, statewide process, rather than utility by utility.

Madison Gas & Electric Rate Case 2023

We formally intervened in the MG&E rate case on behalf of our members based on the potential statewide implications of this case. Our initial brief focused on MG&E’s request to end its current net metering program, which would have a negative impact on solar energy installations in communities the utility serves. Given the level of importance of net metering to our State and local governments, the Commission should address the future of net metering in a comprehensive, statewide process, rather than utility by utility.

Proposed Commercial Building Codes

We would like to thank the Commercial Building Code Council for incorporating the 2021 International Energy Conservation Code into the proposed rules without weakening amendments. Our members rely on the State of Wisconsin to make important updates to how our commercial buildings operate and consume resources, and understand that up-to-date energy codes not only save energy and costs for their communities, but also ensure a safe, efficient, and resilient building stock.

Focus on Energy Quad Planning Process IV: IRA

We appreciate the decades of expertise behind the Focus on Energy program team. Focus staff are experts on energy efficient technologies and standards, cold-climate building science, trade ally practices and networks, and the broader adoption trends in our communities. All of that expertise makes them uniquely qualified to deliver the Inflation Reduction Act Home Energy Efficiency and Electrification programs in parallel with Focus on Energy programs.

Draft Strategic Energy Assessment

We appreciate the opportunity to provide feedback to the Commission on it's Draft Strategic Energy Assessment for January 2022-December 2028. Many local governments have set ambitious climate goals. As such, we are keenly aware of the challenges of pursuing community wide decarbonization. We recognize that the state and its utilities will need to scale up their efforts to achieve their net zero carbon goals.

2022 Energy Innovation Grant Program Design and Budget

We thank the Public Service Commission for their continued leadership in administering the Energy Innovation Grant Program. The Office of Energy Innovation EIGP program grants have been instrumental in helping local governments make meaningful progress in meeting their specific carbon reduction or clean energy goals.

Customer Access to Third Party Solar Financing

We believe that the State of Wisconsin must adopt an “all of the above” strategy to accelerate renewable investments. We support the petitions filed by the Midwest Renewable Energy Association and Vote Solar to affirm customer access to third party owned generation located on their premises.

Focus on Energy Quadrennial Planning Process

2021 Energy Innovation Grant Program Design

The WLGCC membership would encourage the Public Service Commission and the EIGP to support a comprehensive energy usage and emission monitoring, tracking and reporting solution for local governments. In our collective efforts to reduce carbon emissions and foster a clean energy future for the state and its communities, local and state government need data on the resources being used for energy production and the amount of carbon emissions of those energy resources.

Adoption of 2021 IECC Energy Code

The State of Wisconsin, through the Commercial Building Code Council, establishes the state building energy code. As they consider important updates to how our commercial buildings operate and consume resources, we urge the State of Wisconsin to adopt the 2021 IECC Energy Code without weakening amendments. And we encourage you to incorporate responsible electrical vehicle charging readiness requirements in the code.
