Request for Proposals For Local Government Greenhouse Gas Reduction Playbooks Project

Local governments across Wisconsin face several obstacles to reducing greenhouse gas (GHG) emissions in their communities–staff capacity, funding constraints, and statewide policy barriers like out-of-date building energy codes, to name a few. WLGCC intends to launch the Local Government Greenhouse Gas (GHG) Reduction Playbooks Project, which aims to lessen the challenges faced by local governments by identifying best practice and high impact strategies for them to adopt to reduce GHG emissions. A limited number of playbooks will be created to help local governments implement some of the identified strategies. 

This project will better position local governments across the state–especially small and medium-sized communities–to implement strategies that will reduce GHG emissions within their communities and help prepare them for climate change impacts. The project consists of the following objectives:

  1. Guide local governments on best practice strategies for reducing GHG emissions in their communities by identifying at least 5-7 high-impact strategies that they can implement. 

  2. Offer local governments practical information and steps for how to implement key strategies to reduce GHG emissions (identified in Objective #1) by producing 2-4 Local Government Playbooks, each focused on a key strategy. 

  3. Create awareness for these Local Government Playbooks by publishing them on WLGCC’s Resources Hub, sharing them on social media and through our newsletter, and working with other partners and organizations serving local governments to identify other venues to create awareness. 

At this time, WLGCC intends to secure consulting services to help complete Objectives 1 and 2 of this project. As such, WLGCC invites firms or organizations to submit proposals by October 30, 2024, at or before 5:00 p.m. CST.
